Since its promulgation in 1988, the old version of the EU Toy Safety Directive 88/378/EEC has achieved significant success in ensuring toy safety in the EU market and eliminating trade barriers between member states. However, with the changing times, the shortcomings of this directive have become increasingly exposed, such as the need to further improve security requirements, low efficiency in implementing the directive, and unclear scope and concepts. And more and more new materials are being used in toys on the market. So in 2003, the European Union began considering revising it and widely soliciting public opinions. On January 25, 2008, the European Union issued a directive amendment proposal COM (2008) 9. The proposal was passed by the European Parliament on December 18, 2008, and the official text was adopted on June 18, 2009. It was published in the Official Journal of the European Union on June 30, 2009, with the new directive number 2009/48/EC. |
